In 2009, the New York State Department of Environmental Conservation (DEC) will offer two
new CAFO Permits for NYS: 1) the just released ECL SPDES General Permit for CAFOs
(GP-0-09-001) ("ECL Permit"); and 2) the Clean Water Act SPDES General Permit expected to be
released in the coming months (GP-0-09-002) ("CWA Permit"). "ECL" stands for "Environmental
Conservation Law" and is a general reference to the body of NYS environmental laws that regulate
many activities well beyond agriculture. The new ECL permit is available to download and read
from the DEC website (
www.dec.ny.gov/permits/55368.html).

DEC is requiring all CAFO-sized farms in NYS to obtain coverage under either an ECL or CWA
Permit by March 31, 2010, so it's critical that farmers (both CAFO-sized farms and farms
approaching CAFO-size, whether currently under a CAFO permit or not), planners and other ag
service reps become familiar with the new permit requirments.

To help the agricultural community understand obligations under the new permit, several
agricultural groups have invited DEC to a series of meetings to explain the ECL Permit and field
questions from farmers, planners, professional engineers, and other ag service providers.

The following New CAFO Permit Info Sessions are free of charge (no lunch) and CCA credits are
pending.
No call-ahead or pre-registration required for the sessions. Just show up.
