2008 PLAN OF OPERATONS
The Board of Directors of the Allegany County Soil and Water Conservation District does hereby adopt this Plan of Operations for 2008 in the interest
of conserving the soil and water resources in Allegany County.

OBJECTIVE  I:   CONSERVATION PLANNING  results in the development of land use alternatives, management recommendations and conservation
measures. Soil and Water Conservation issues are the primary focus with the conpiling and processing of resource information supporting the formulation
of conservation based management decisions.

  A)  Adopt and submit to NYS an AEM plan utilizing existing AEM inventory to identify and prioritize conservation practices and begin
        planning, identify cost sharing opportunities, and begin implementation.
  B)  Support NRCS in the processing of EQIP, AMA, CRP, and CREP applications for cost sharing and facilitate landowner access to Farm Bill
        and related programs such as Wetland Reserve and Wildlife Habitat Improvement.
  C)  Administer the review of Agricultural District #1 and yearly application process.
  D)  Complete planning, oversee construction, and administer FEMA funding for both Genesee River Hazard Mitigation Sites.
  E)  Provide geographic information access for Economic Development and Planning efforts.
  F)  Prepare and update Agricultural Soil Group Worksheets for agricultural exemption applicants.
  G)  Collaborate with NYS Ag and Markets in the review of impacts to Ag Districts and natural resources by wind farms under construction
        in Centerville and Rushford.
  H)  Further develop the stormwater management solutions within the Village of Angelica.
  I)  Collaborate with the OES and DPW on review implementation of Multi Jursidiction Hazard Mitigation Plan for the County.
  J)  Collaborate with local fire departments in the evaluation of all dry hydrants installed in the County and create a dry hydrant location map
        using GPS technology.

OBJECTIVE II:   WATER RESOURCES MANAGEMENT  supports programs and projects which protect, maintain, restore and improve the quality
and best usage of surface and groundwater resources.

  A)  Enter into agreement with NYSERDA for the construction of a Tangential Flow Separator System at Mallards Dairy in Cuba, NY.
  B)  Begin construction of the Genesee River Hazard Mitigation Projects in Amity and Belfast.
  C)  Assist BOCES by coordinating construction of the Outdoor Education Center Wetland Reserve Project.
  D)  Continue implementation of Environmental Protection Fund Projects under Round X and Round XIII, as well as beginning Round XIV if funded.
  E)  Assist NRCS with the construction of EQIP (Environmental Quality Incentive Program) and AMA (Agricultural Management Act) projects.
  F)  Implement farm and community based Finger Lakes-Lake Ontario Watershed Protection Alliance Projects.

OBJECTIVE III:  TECHNICAL ASSISTANCE  provides units of government and private landowners the managment services, consultation, survey,
design, layout, permitting and construction inspection required for the proper installation of conservation measures.

  A)  Provide the County consulting services via the Public Works Committee for the management of County Parks, Reforestation Areas
        and Agricultural Districts.
  B)  Provide technical assistance to agencies, consultants, landowners municipalities, and business and groups seeking to properly utilize
        natural resources and or implement resource protection and enhancement projects.
  C)  Enter into a Contribution and or other Cooperative Agreement with the NRCS, for the provision of technical services in support of Farm Bill
        and related programs as well as assist NRCS with the design and inspection during construction of related projects.

OBJECTIVE IV:  SENECA TRAIL RESOURCE CONSERVATION AND DEVELOPMENT  involves active participation in the Council which is
composed of the counties of Allegany, Cattaraugus, Chautauqua, Livingston, Wyoming and the Seneca Nation.

  A)  To provide support in solving community resource problems via access to increased technical assistance, development of Measure Plans
        and activity seeking alternative sources of funding.
  B)  Facilitate the utilization of grazing technologies and support grasslands utilization.
  C)  Hold 6 local County Committee meetings and attend the 6 meetings of the Council.

OBJECTIVE V:  CONSERVATION EDUCATION  provides the public the opportunity to examine environmental issues, learn about soil and water
conservation and benefit from the expertise and educational materials available through the District and NRCS.

  A)  Participate with associated agencies and groups in the development and dissemination of information and foster the examination of issues
        related to the conservation of soil and water resources.
  B)  Promote the AEM (Agricultural Environmental Management) Program through "AEM Week".
  C)  Provide students and researchers the opportunity to learn and benefit from the technology and experience of the Field office.
  D)  Assist the Genesee Valley Outdoor Education Center Committee with planning, fund raising and development of the 24 acre site which is co-           
located with BOCES and the Genesee Valley Central School.
  E)  Collaborate with associated agencies to sponsor Woodland Management Workshops.

OBJECTIVE VI:  REVENUES  augment the Legilative appropriation and State reimbursement to support the projected cost for implementing the
program.

  A)  Generate a minimum of $122,242 in reveues, in addition to the County Appropriation and State Reimbursement.
  B)  Seek additional and alternative sources of funding for long term support of District operations.

OBJECTIVE VII:  ADMINISTRATION AND STAFFING  supports policy making, accountability, staff development, education and training and
performance of program objectives.

  A)  The District Board of Directors will hold regular monthly and special meetins as required and develop, as well as review, policy and engage
        in decision-making that is consistent with the program objectives.
  B)  Maintain the full time positions of District Field Manager, Administrative Secretary-Treasurer.
  C)  The District structure will be further developed to include the position of Program Coordinator. District Technician positions will be added
        as appropriate.
  D)  The temporary part time position of Program Assistant will be staffed as needed in order to facilitate program administration.
  E)  The District will support the activitied and objectives of the Allegany County Legislature as well as associated Agencies and Boards,
        when consistent with District objectives.
  F)  Employee appraisals will be conducted annually and needs for staff and District Board development and training will be identified and
        addressed where practicial. Opportuinities for training will be taken advantage of whenever appropriate and practical. Staff meetings
        will be held weekly.
  G)  The Risk Management Outline will be implemented as applicable to office, annex and field operations.
